The two board survey questions have separate response counts. South Carolina complaints raised 601 meeting issues: 203 regular meetings, 336 notices of board actions, and 62 rights to attend or vote. One complaint can raise several issues. Colorado complaints raised 102 meeting issues: 56 in 2023 and 46 in 2024. The DORA survey count is 487 respondents who checked problems with meetings. The board survey figures come from two questions with separate groups of 136 respondents.
